Do belts stretch?

Ok, I ass-ume that belts stretch, but how much? I got a 2x42 grinder and none of my belts seem to have any tension unless I turn the tension screw ALL the way down (and still barely any tension).

Is there this much stretch or could it be something else?

All things stretch. The tension spring or tension spring mechanism is the likely culprit.

I take off belts when not in use.
