Off Topic Do you recognize this maker's work?

A neighbor of mine found this folder along a gravel road he travels regularly. It was in pretty bad shape and he spent some time cleaning it up, the best he could. There is no maker's mark but it's apparent the person who made it possessed a good deal of skill. I'm posting just to see if anyone recognizes the knife and so solve the mystery of how it came to be found along a back road in Washington county Ohio. Fred

Lots of cheap knives from Pakistan have an overly busy look like that, if the blade steel is abnormally soft that is probably what it is.
