Do you know what these blotches on my damascus blade are? And if I can remove them

Looks like water blotches, and light oxidation. Not rust yet, Simichrome or Flitz metal polishes, lightly applied, will probably take care of it.
 
Don't know if I would use vinegar on damascus, as acetic acid can discolor carbon steels. If it's a using knife, that's not a big deal, but the finish on an art knife should not be left to chance, in my opinion.
 
What are the blade steels? Is that new/unused? Did it come that way? Did you wash it, wipe it or spray it with anything?

We need more info.

It was already acid-etched to reveal the pattern...
 
Different acids etch differently. If he were to do the entire blade, vinegar would probably work just fine. I was thinking a spot polish, just on the portions of the blade that he's concerned about. And why I recommend LIGHT pressure, to keep as much of the original contrast as possible. I'm not an expert, by any means...
 
Without knowing what this knife is (or seeing the whole knife as requested), I am going to go out on a limb and say this is a cheap knife with cheap damascus that appears to have been clear-coated. It looks like the clear coating didn't bond properly (ie, poor prep prior to painting it).
 
I've never seen a Damascus pattern like that. If I had to guess, I'd say it looks like somebody electro-eteched that pattern on the blade, rather than actually using pattern welded Damascus alloy. If that is so, then the white spots could be left over from the electrolyte. Wiping with a vinegar soaked paper towel, followed by rinsing in water would be my recommendation for removal.
