does anyone own a Maxpedition cacoon pouch?

if so could you tell be if AA batteries will fit sideways on. I've built my own bike lights and the battery pack is 65mm wide

plenty of space then. It's just the site says 2inches but the size of the M2 seemed somewhat more then I'd expected

can you just slide it onto a belt? I'm thikning of having two thin straps one at each end of teh pouch holding it to my top tube
 
the attachment method on the cocoon goes the other way, so you'll have to find some other way of mounting it lengthwise to your top tube.

That should be OK
I had the M2 strapped to teh top tube by threading the strap through the loops and crossing over on the bike tube. I only really need one loop through them anway to take the weight and can put a stra round the outside of the pouch (might make getting at anything else i store in there more difficult)
 
I've got a couple of them that I fit velcro straps on. Good strong attachments. If it mattered, you could sew straps on at each end pretty easily.
