Does anyone recognize this?

This hawk has been in my collection for some time. I don't think that I ever had any information on it, but it does seem like a well made heavily machined item left over from a theatrical throwing act. Unfortunately, there are no markings.

Can anyone suggest a possible maker?

Then again, that giant target on the blade may be the maker's trademark.
