Your post caused me to do a little research. Check this out, Barco's Professional Fire Fighters axe, look closely at the bit.

Looks to have a forge welded high carbon bit. I've sent inquiry as to the construction of this axe and the steel type used for the bit. I also asked generally about the steel used in their other axes. It will be interesting to see which if any of their products use high carbon steels.
I wonder if you will even get a response.
There's very little reason to forge weld bits today...I highly doubt that they are.
