Does this SAK exist?

I am looking for a SAK that is fairly thin, but has all of the following tools...

Knife Blade (prefer one that locks, but not a deal breaker if it doesn't)
Scissors
Bottle Opener
Can Opener
File
Flat Head Screwdriver
Philips Head Screwdriver
Toothpick
Tweezers

A bonus would be a corkscrew and a pen (willing to give up the toothpick for the pen), but those are not deal breaker either. I also prefer the models with the translucent colors but I can live with the standard red or black. I really wish the Victorinox website had a wizard that you could put in the tools you want and it tell you which knives are a match.

How about the Wenger " Evo 16 "? I have the Evo 18 which is the same knife but also has the saw which you didn't ask about, and is a 4 layer SAK. I'm not sure, but the Evo 16 should be a 3 layer. (The file is a finger nail file.)

That looks about perfect. What is the difference in quality between the Victorinox and the Wenger? I've only owned Victorinox so far.

I like Wenger. I have their Toolchest, which is a desk knife, too large for EDC. I especially like their new Evo series. Although the Evo 16 is probably what you want, you may find the handle slabs are larger than on most Victorinox models. Mine is yellow with the black rubber inserts, really comfortable grip on a good-looking knife. I clipped a Photon to the keyring for extra utility, and it serves as a fob for drawing it out of a pocket.

I just put the Evo 18 next to my Victorinox Farmer and the Evo is about 1/4" shorter.

I have both Victorinox and Wenger knives and I like them both, although I usually carry Victorinox. The Victorinox officier knives are a few millimeters longer than their Wenger counterpart and some tools, especially the can opener, are differently shaped. On the other hand, the Wenger Ranger's are bigger than the Victorinox 111mm line of knives. Further, Wenger has models with handles that provide more grip.

Beside that, I don't think there is very much difference in quality, both brands make excellent pocket knives.
