Does VG10 - powder steel?

Does VG10 produced by powder mettalurgy? I saw some comments on it but not sure.

I don't think so. VG10 has Cobalt, Vanadium, and other stuff to make for a very good stainless.

In this thread japansteel refers to VG10 as to powder metallurgy steel in comparison with ATS-34:

This is why I have impression that it is powder metallurgy steel.
