Does your vanguard 192 have a shiny section compared to the rest of the blade where the blade begins right by the buck stamp model number? Edit: on Both sides.

I just checked two of mine and both have a narrow strip (vertical, on one about 1/8" wide, the other about 1/4") directly against the guard. It's shinier than the rest of the blade, but not a mirror polish.

I suspect the blades are given a final scruff n buff to even out the patina. The narrow band you see is just keeping away from the handle. You can see this characteristic on most fixed blade Buck if you roll it in the light.
Hopefully someone from Buck will jump in on this.
