Double Bit Identification Help

Hello All,

Pick this along with a couple others up from my grandfather over the holidays. No before pictures, it was completely coated with surface rust and cobwebs, but it cleaned up nicely. He said that it had been hanging in the toolshed since he purchased his home in the 50's.

All I can make out on the stamp is "STER" in a serif font, and a smaller USA below that. I'm hoping to clean her up a bit more, touch up the edge, and rehang. Weight is 46 oz, suggestion on the handle length?

Thanks for the help in advance, I've done a lot of looking at yesteryear tools and elsewhere, but haven't been able to nail this one down.

That's the right font for a Winchester stamp. Be aware that Winchester is one of the most commonly forged vintage tool names because they are popular among gun collectors. That one probably isn't fraudulent because it's not in good enough condition to have great value.
