Dovetailing bolsters by hand

what would be the best method for those who dont have a grinder. I do have a grinder but it is a 10" contact wheel so not able to flat grind
 
File, Scribe, Adjustable Bevel, Flat Surface and some sandpaper.

Get your material dead flat. You will need to use a flat side as a datum. So mark it. Then scribe your angles on to the material and start filing/cutting.

Pretty self explanatory really. Just takes time. When I did my trade we did a 120 hour module on filing. We got a bit of round bar and had to make it into a cube using files and marking out dye. Just take your time and you should be right.
 
Gunsmiths cut dovetails with a file. You might be able to use gunsmithing files/jigs or modify them to suit your need.
 
File Jig? I'm assuming something that holds the angle of a file?

Plane Blade Jigs make the best bolster beveling jigs, just substitute the stone for a file for fast removal or keep using the stones lol.
