What I do is scratch the heck out of the steel handle with a diamond file in a criss-cross pattern. I mean REALLY scratch, so epoxy has a place to go and a secure grip on the metal surface. Then I glue the scale on with epoxy. High-quality epoxy is better, but I tested even local crappy epoxy on a kitchen knife with a fake scale, and tossed it on cement floor fron about 2.5 m high, and it held on. Couldn't pry it off or snap it off.
