Dressing a katana blade

If you got a bare katana blade (polished) and want to get it dressed decently without breaking the bank, who would you send it to?
I'm thinking of a under $1000 budget.

I realize that this isn't what you asked, but you might want to look into doing it yourself.
Basic stuff like samé and cotton, silk or even leather or suede isn't probibitively expensive, and modern fittings aren't prohibitively expensive either.
A good wrap will definitely take skill and therefore practice, but hey, even professional "dressers" had to practice and things like samé and ito can be recycled several times.

I'm in the process of wrapping a kat myself and even if I fail I'll learn a lot.

Antique fittings are a different matter of course. Personally I feel those are wasted on modern blades. Lots of people disagree. :)

I dislike slavishly giving in to tradition, especially since japanese sword tradition seems to be about what a select few feels IS jap sword tradition.
(Some jap sword freaks are very p***** about that.)

The truth is out there.
No one knows how ancient jap swords were forged and which materials were used.
Personally (many peeps thinks i''m a blasphemer. I believe it's very well possible that many early kats were forged outta wootz.)
So there.

Uh...there are a plethora of books written on the subject concerning tamahagane from black sand native to Japan.
They were not "wootz"
