Drilling through a file - newbie question

Hello,
I’ve been tinkering with making some small file blades as a starting point. Pleased with the progress so far, but finding it challenging to drill pin holes in the handle. Looking for some advice on recommended bit type or process?

use a torch to selectively temper the area to soften it and a HSS drill bit.
carbide also works, but they are expensive. for carbon steel i prefer to soften the tang.

read up on proper drilling methods, and get some cutting fluid
