Due to the recent acquisitions/take-over of BellSouth by AT&T they have been mandated to offer DSL at $10/month in 22 states.
It is only DSL "lite" at 768K download and 128K upload, and there is a one year contract - but this is still DSL at low dial-up prices.

The 22 qualifying states are:
AT&T - California, Nevada, Texas, Oklahoma, Arkansas, Kansas, Missouri, Illinois, Wisconsin, Michigan, Indiana, Ohio, Connecticut
Bellsouth - Mississippi, Alabama, Georgia, Florida, South Carolina, North Carolina, Tennessee, Louisiana, Kentucky.
and it is kind of "hidden" to qualify one canNOT be an existing AT&T or BellSouth internet customer. (more details in that linked thread above)
I can verify this deal -
as I signed up on Tuesday and I am on ($10/month) DSL since 6:30pm Thursday.
