Dying Bone scales?

I've asked this before on various sites, but all I've ever gotten was "might try RitZ ,,, or,,,, Fiebings might work" but nothing definitive.
Now I see these scales EVERYWHERE and have to think that someone on here actually knows how to get this beautiful look.
Here's what I'm looking to accomplish.

Not looking for anyones trade secrets, but any advice would be greatly appreciated.
