I was talking to some co-workers about BOB bags and one made the comment that it sounded like we were making E&E kits instead of BOB bags. Is there really a difference ? ? ?

E&E bags vs BOB bags

Not really. Same principle. E & E kits in the millitary sense are designed to be as small and light as possible so they can be carried discreetly on your person and thus be available when you need to Escape & Evade. Bug Out Bags generally have the luxurey of being stashed at home or carried in a vehicle, as such they are larger and more complete. Both serve the purpose of getting you out danger and to a place of safety.

(Historically and in a military context.) Well, an E&E Kit can be as small as a pack of cigarettes. Or it can be pack one and pack two as large as a pack of smokes or as large as a small otter box...or, it can be a backpack! Anything in between. A BOB, to me, carries a whole lot more stuff but I guess you could have an E&E Kit that large, but a BOB as small as a couple packs of smokes wouldn't be so good.

The contents of either bag is based upon the threat.
In a military context the contents will be based upon what is needed to escape and evade from a determined enemy force.
In a civilian context the contents may be based upon the same, or escaping from an area where a disaster occurred etc.
The threat and mission drive the gear.

E&E Kit helps you Survive while you evade capture, gives you some small tools in the event you are captured to aid in escape and helps you signal Aircraft that are coming to pick you up. Usaully small and kept on the person incase gear is lost.
BOB (Bug out Bag) is a Kit to help you live day by day in an emergency and yes start life a new if needed. Hince in a true BOB you should have your Personnel ID's and Financial info in the event your home is destroyed in a hurricane or tornado. Yes could be a social situation too! Rucksack size because, well as I said you are living out of your Bag.
Both could have some of the same items but in my minds eye are different
