Early HI Gelbu Special, need help with Kami markings

I picked this up off of that auction site and I need some help finding out who made it and about when.

Kami marks are like none I have seen before (star with arrows pointing up on each side) but with so many veteran members here I know someone will know.

Length 18.5 inches
Weight 29.40 oz

I've never seen a Kami mark in pen on the scabbard either

It's a 1/2 thick spine with a really deep hollow forging.

Very simple horn handle with a non habiki bolster

Kami mark is very small but matches the one in pen on the scabbard.

Has two large kardas, not sure if one was a chakmak and was changed but both have a slight hollow forging to them.

Blade is very sharp, and check out that fuller!!

I don't have a clue but I'm curious. I suspect some of the wiser folks will be along with some good answers. That marking on the blade looks like a vibro mark. Doesn't seem to fit the rest of the package which is very nice by the way.
 
Are there markings on the other side of the blade? I am kinda new but all my HI blades have markings on both sides, if yours doesn't it might be a very early one or...

I am guessing that the markings on the scabbard are to match the knife to it. Someone at some point probably stored them separated and had multiple kukris.
 
It is Kumar's mark.
 
Kumar, fantastic! I've heard of him but have never seen his work. Judging by this blade he was a real master.
