Easy "recipe" for tempering down scaleless blue 1075 down to C38~C40

Hi,

I've got a project where I need to bend .062" 1075 stock on a 3/4"
radius. I think I'll need Rockwell C38~C40 and regular scaleless blue
1075 stock is more like C44-C47- I know it cracks when I try to bend
it at 3/4" radius, but it __almost doesn't crack.

Bending stresses the outer skin of the steel the most, so if there's a
tempering process that softens the outer skin, that'd be almost ideal.
I've read about a form of tempering that forms troostite and I'm
thinking of putting some samples in my electric self cleaning oven for
a cycle.

I'm going to get Bryson's book, but can anyone recommend an easy
repeatable way to temper down blue 1075 ?
