Eccentric Blade Adjustment?

Please excuse my ignorance. I just purchased a Wegner Pro Hunter with an "eccentric blade adjustment mechanism". How does this differ from other knives with just a regular ol' adjustable pivot? Or does it? If so, how is it put to use? I have noticed from other posts that this feature seems to be linked to liner locks. Any insight would be greatly appreciated.

Would I be correct in assuming the mechanism on my BladeTech Wegner is the same as Spyderco's? Or would that make an "a$$ of me"?
