don't know about mandatory... I'm a dottering old man, and can get away with a "batman pouch" (generic multi tool pouch)on my belt next to my cell phone... with a couple of things on my key ring, and a couple stashed in my wallet... YMMV

in the wallet...water transport bag, dental floss, 3' micorpore tape, 4 ClO2 tabs, 2 non stick pads, 2" blood stopper, cloth knuckle bandages

on the key ring..Fenix E01 LED with lithium cell, whistle, P38 (nostalgia)pill vial with aspirin, immodium and advil

in the pouch... Leatherman Juice S2, Streamlight TacPro 1L, tweezers, hack saw section, ferro rod, safety pin, cotton ball/petroleum jelly in straw, heavy duty needle

Benchmade Axis lock and Vic Executive, bandana

LCP in Andrews Custom Leather with DIY kydex panel to prevent printing

heh i actually carry 3 knives :P, one for use around "sheeple" (non threatening knife), a fixed blade (Eskabar for now) for stuff a folder just cant, and one that stays extremely sharp. on any given day i may leave 2 home depending on where im going.
but for now thats about all i carry, besides keys and wallet (with a few bandages in it).

so anyway, whats a good light?
 
Aside from a knife D'jour, I typically have these items on my person:

Phone
Keys with a small LED light, Utili-key and compact pen
Small 2.5"X 4" Miquelrius notebook
A book of matches
Wallet
 
I think "mandatory" is sort of a gray area.

For me I carry at a minimum- knife, wallet, 2 ink pens, cellphone, wristwatch. This is what I consider mandatory.
Depending on where I am going I might also consider mandatory- reading glasses.
I normally will also carry a small light, maybe a small multitool, but for most days I don't consider these mandatory.
 
In todays world keys and a wallet/I.D. are hard to not carry. In my humble opinion A man should all ways have a knife and a way to start a fire my list in order would be
Knife
Way to start fire -Lighter/matches/ferro rod etc.
Bandana
Flashlight 2nd knife
2nd fire starter
Key wallet
pen
cell phone
That is my opinion

by mandatory i meant things that i really should atleast have available to carry. not necessarily what i need to carry every day. i supose i should have chosen my words better :P.
so mainly what i need to get is: pen, bandana, fire starter of sort x2, flashlight, a multitool, and a watch.

My Dad, an old school hillbilly raise in the depression taught me Knowledge, a knife and way to build a fire will get you through most things . Cell phone is last because He taught me don't expect some one else to get you out of a mess you got yourself into

Everyone's going to be different. I find a pen and a watch as unnecessary items. The modern world is full of them. Besides what's wrong with asking someone for the time anyway? You might meet a knife knut doing so. :D
