Elephant ivory handles

Since the 1989 ban and for obvious reasons, I have noticed that elephant ivory is being used less and less for handle material. What is the current status of ivory (i.e. supply & demand, acceptability, price, etc.)?
 
There is still plenty of pre-ban elephant ivory around, and at prices comparable to good mammoth ivory. Still, many makers are uncomfortable using it for obvious reasons.
 
I think Don has it pegged. If I am not mistaken, for older ivory (pre-ban) to change hands legally documentation is required proving that it was imported into the U.S. before the ban.

I am aware of at least one State (New York) where you must apply for a special license (from The New York State Department of Environmental Conservation) to sell raw ivory or ivory goods.

If anybody knows of any other State with similar requirements, I'd appreciate your input. :)
