Elevator Bolt Steel Question

I picked up a couple old substantial bolts from an elevator cable which was removed and replaced. They are approx. 15" long and 1" round. They have threads on one end and a specter socket on the other. I did a spark test and found they don't spark as much as 1084 which typically use. They are likely 20 yrs old. No numbers or markings visible. I'm guessing some kind of tool steel.

Because of the load, I would assume that it was hardened steel at some level, but would emphasize toughness more than high hardness. I have searched several websites to find comparable bolts to determine steel type. Any suggestions? Guesses? I've used canola oil to quench on a couple blades which produced edge that file skates over. I tempered similar to 1084.
 
Puta scale of 1 to 500 on the wall and throw a dart at it. Then look that page up in the ASM Heat Treaters Guide.

Really, there is no way to know the alloy content of the bolt. Hang it on the wall and use a piece of 1" round O-1, 52100, or W2 instead.

If you have four of those bolts, use them for legs on a forge build.
 
Grade 8 bolts are often 4130 or 4140. Yours would probably make good tools, and might make good tomahawks, but I wouldn't use them for knives.
