If I was to engrave a pocket knife as a gift, would it normally be preferred on the blade or the handle covers?

If it is a folder with black micarta or delrin handles, would it be possible? I have a sak I purchased in the 80s where they did this but filled in the engraving with a white china wax for visibility. I wanted something more permanent.

I would do the handles. The blade engravings can get scratches from use, and can get worn away from sharpening. Not sure what would be best for visibility, but a lighter handle material could be dyed in the recesses for more contrast. Also blade engravings need to be opened to be appreciated, while a handle engraving can be passed around with the blade closed for safety.

Thanks. The handle is my preference. The handle material is dark so I am trying to find a way to make it more visible.

We engrave a lot of knives on the blades and handles. When the handle is a suitable material and has enough area for engraving, we will use it first. I don't recall doing any engraving on a micarta handle but other synthetics like a SAK or yellow case are no problem. They're filled like you're talking about with a contrasting color and hold up well over time. Certain knives can also be rotary engraved so the mark is basically scratched into the blade or handle.

A laser can also be used to burn designs into wooden handles, take the color out of anodizing, or give you dark engraving on metal. Check with the person doing the engraving and get all the options they have.
