expanding leather washers on knife handle

I have a leather washer handled knife, and the washers are very slightly loose so that they rotate a little when I twist them.. I am unable to tighten the butt cap, and wonder if there is a way to expand the washers , swell them, with leather products?
 
About the only thing that I can think of is to soak them with super thin cyanoacrylate (super glue) and refinish them. Other than re-peening the butt cap which would be the better way...
 
If you can't do the above suggestions, you might want to wrap fine thread around the last
washer and butt cap, winding in around until you have it tighting the rest of the handle
not the prettiest fix, but I've done that on some older knives so they don't wobble as much. Then possibly fill in on the thread with some super glue and then sand down smooth,
haven't tried that but it would make it pretty solid after that...
