I bought two Ontario RAT-3 D-2 seconds a few years back that from what I could tell were rejected because the markings were misplaced and the handle slabs covered them a bit.
They never seemed to suffer from bad heat treat or had any apparent flaws. They didn't have the best fit and finish and the frinds weren't perfect, but I managed to get them into good working order with a bit of elbow grease. A forumite just recently put a wicked edge on them and they are terriffic.
The best part was that each one, including a sheath, was only $20! No brainer right there.
