I've read through the rules, and I apologize if I may have misread or didn't see my answers.

I have to have a paid membership to send private messages?

If I want to buy something on the exchange, and the seller wants questions asked via pm, I won't be able to?

What is the definition of a prompt payment? For example, if I'm tinkering on the forums online at the DMV, and see a good deal, do I need to speed to the nearest computer to make the payment?

Yes you do at least have to have a basic paid membership to have access to private messages.

I guess prompt payment depends on the seller but if you're online to look you should have enough time to pay for an item.

There's more information here then what's in the rules

What is the definition of a prompt payment? i think most members understand that with different time zones and work cycles, a 24 hour turnover on any communications (PM or email) for payment is good. Of course, you may be able to get it done in minutes if both sides are online and paying attention. :)

Every seller is supposed to have email available and as a seller will have PMs, too. I personally prefer email.

So if I claim a knife, my best bet would be to promptly email the seller myself?

Exactly. Many sellers will even specify to post "I'll take it in the thread and then PM or email them to confirm it and work out the details, like getting their PayPal or street address for payment.

Yes. Sellers should have email enabled via their profile anyways. You can click their username, select "@ Send Email" and contact them.
