"Prince George's County school officials are apologizing to parents for the test that included questions about drugs, crime and weapons.

It contained math word problems beginning with phrases like "Jose has two ounces of cocaine," "Willie gets $200 for a stolen BMW," and "Raul gets six years for murder."

One parent says she's appalled."

(Evidently the rest of the parents could relate to it.)

That's the one I was thinking he meant.
 
Reminds me of the story that Reagan, or was it Bush 1? Told in a speech about crack that had been purchased in the park right across from the White House. Later it turned out that they had lured the dealer there so it would be good for the speech. However it almost didn't work because the dealer didn't know what the White House was! ;)
