Recommendation? First time anodizing titanium, need some help.

I’ve done some research prior to jumping into trying to anodize Titanium. I finally got around to trying it just today, and it sort of worked out, with small titanium rods I did get some pretty nice and deep colors from what I used. But never actually achieved the desired color that I set my voltage too. For reference my goal was to go for a nice green which based off what I could find researching it, green is achieved by a 100volt (some showed 106volt) correct me if I am wrong. The two biggest issues I’ve faced which I could use some insight on is, one when I begin the output of the piece I can see as the voltage goes up getting close to reaching the desired voltage, but it seems to stall out around the 90volt area before going up and down around 90volts. The second issue is, not only does it stall out around the 90volt mark, it starts to add marks and blemishes that look almost like it was burned or an arc of some kind.
 
Did you do enough research because videos I’ve seen explain all your problems. You clearly have something drawing away voltage. You need a sacrificial piece of titanium in your liquid as well. The blemishes you’re seeing are in the piece before they’re anodized. They are just revealed during the process.
