FIRST TOPS KNIFE, MISSED THE SHARPENING PROCESS?

I have owned hundreds of knives from every top tier manufacturer and price point over the years and today, opened the box on a new TOPS Taliban Takedown. It is a chisel grind tanto blade that is without a doubt the dullest new production knife I have ever experienced, as sharp as the blade of a screwdriver, won't cut cardboard, or paracord, completely useless in it's current state. This kind of basic oversight calls in to question other hidden technical aspects of the knife, such as the heat treatment. I'm wondering if I should pass on this model and select a different one, or pass on this manufacturer?
 
There is absolutely nothing wrong with Tops knives - except yours, perhaps.

They have the best heat treatment of any current production 1095 knife, IMO.

I have over a dozen Tops knives, and have never been disappointed - not even a little.
