How does Fiskars 23"-28" axes compare to Cold Steel's line of hawks for pure cutting ability, durability, etc? I don't intend to throw it, just to make it clear that shouldn't come into any comparison between the two.

For pure cutting ability I think a 28" Fiskars will smoke a tomahawk. However, for utility and usefulness a hawk is tough to be. I just got one of Vector001's masterpieces - it's a Cold Steel Trail Hawk on one of his custom handles and it is EXCELLENT. It bites deep and handles fast - plus it comes in at less than 2 pounds even with a 24" handle. My Fiskars ax will outperform it in larger diameter wood and it splits much better.
