fixed blade construction question of this knife

just bought this Muela Skinner knife, can somebody tell me why the end of the handle looks like this.

I have two old knives with that kind of butt. You can see a faint circle in the top photo. That piece threads onto the silver rod in the center. With some sort of spanner in those slots, you can tighten it or loosen it to disassemble the knife.
