Fixed blade help (cutting edge has to be 4" or under)

To stay legal I can only carry 4" and under - so that eliminates a lot of the SRKW stuff (4 1/2" and up). But the cutting edge can be 4" so some measurements that are large are still OK because they are tang to tip measurements.

The 210 Activator is a touch small and the becker necker doesnt have a comfy handle.

Are there any Busse or SRKW level choices out there that I'm missing?

On the after market scene you are overlooking the two shakers . . . the Assault Shaker by Busse and the Rat Shaker by SRKW.

Although, you really should look at the Dozier line . . . . .

How about a SRKW Rat Tail? Made by Swamp Rat, and handle wraped by Wally Hayes. I believe it s something like 3 1/2".
 
Could check out a Bark River Knife & Tool E.L.K. or a Woodland. Depending on what you need.

The ELK was setup to be an "everday little knife." The Woodland has a 3" blade.

I think Fallkniven gets overlooked a lot. Check out the F1 or the H1. I guess it depends on what you want it for.
 
a Fallkniven F1 is a good choice for hard use. A puukko would be a good option as well. Great if you cut lots of wood.

You don't say what it is you want to use the knife for. THe Busse and SWRK are pretty heavy use knives in my opinion. If you are not looking for something that is going to see a ton of extreme use you mibhg consider a Benchmade 220 resistor. I know you mentioned the activator. The Resistor has a 3.4" blade and is a nice copact yet very solid feeling package. I really like the knife.
 
All supeiror suggestions so far....I'll add the Spyderco Perin, almost any Wayne Hendrix, and for a thick "beast" the Entrek Companion. Ceratinly all the knives mentioned so far are worthy contenders.

Buck Vanguard is kinda thick but a sturdy, cheap knife, also check out the buck mini alpha hunter, Case makes some in that size range that aren't ver expensive, and the Spyderco Bill Moran Featherweight line. There's the Busse Active Duty 3.5", some Cold Steel stuff and then what I'd buy, the Benchmade Nimravus Cub 3.5" barely over 100USD, I'd rather have the M2 Nimravus 4.5" but it is over your stated length requirement.

Heck you could also opt for and unbreakable folder: Fullsize Sebenza, Buck Strider, Strider, Extrema Ratio, Spyderco's ATR, Chinook, and Manix. All are under 4" and about as tough as folders get ;)

Personally I only actually use 3 of my many knives, depending on how heavy the use of course:

1) EDC Delica PE
2) Heavier cutting Endura SE
3) Anything too rough for Endura, Camillus (Becker) C/U 7, they make an indertical 5" version you would not belive how well it will slice for a .188" thick 7in long fixed blade, it got me out of Ka-Bars (and I like Ka-Bars) :(

I'm really looking for a 4" heavy use fixed blade. the fehrman Peace Maker seems to fit the bill perfectly. Just need to get on the list.

Ok, maybe its "old school," but I've had a Buck Model 102 Woodsman for 24 years now... its a 4 inch fixed... its durable as hell, great steel, great handle. You could definitely pry with it, its that strong... relatively inexpensive, at $58 full retail from the Buck site as of today.. all these years later, it almost looks new.
