Am looking for a quality fixed blade knife. Blade of at least 6" up to 8". Single edge ok, better if a partially sharpened upper edge can be ground onto the knife or if it is double edge ok. Quality knife, up to $400. Important must come with a sheath suitable for wearing in urban environment with street clothes, underneath clothing. I cannot send knife into usa to have a custom made sheath. This is the problem. All help much appreciated, thanks.

Check out Matt Lamey, not sure about the sheath but he does hand forged blades just like you are describing.

It is very rare to find serrations at the top portion of a blade, thats where I like mine. They make more sense to me there. How ever to be honest the only ones I've seen Like that were on Busse Custom Shop, so called "flying" models. And those are very, very expensive.
I personally however like Busse blades. They have extremely good warranty, and are high in quality. The problem is they don't come with a sheath, however there plenty of guys here, who have those blades and are good sheath makers. That way you'd be able to order a sheath from them without sending in your knife.
Check out the BWM CG which is now available from the company direct. Busse go up in prices if you try to buy one second hand, so buying one from them direct will get you best deal. Because its a new offering, most sheath makers have sheaths for it already.
