flat ground vs double beveled

If you mean a single grind vs a primary grind + edge bevel, then the single grind will cut much better and the primary + edge bevel will have a much more durable edge.

The difference in cutting ability can be extreme (easily more than 100%). How important the durability aspect is depends on what you are doing and what type of steel was used.

If by double beveled you mean a flat grind that doesn't go all of the way to the top (like a Ka-Bar) then the flat grind will out cut this kind (which is called a Saber Grind) while the saber grind will be tougher, all other things being equal.

by double beveled I mean ground on both sides, and flat ground means ground on 1 side.

So ground on one side with the other side unground? This is commonly called a Chisel grind. A blade ground to a flat surface on both sides is commony called a Flat grind.
