Fluorescent ballasts - T-12 vs T-8?

My mother came home with T-12 ballasts for T-8 4 foot dual fixtures. I installed the ballast and new 4 foot bulbs, initially the ends lit up nice but the middle was purple. After a half hour the the whole bulb was a nice white but, the ends seemed to be be "graying" out. The clerk told my mom they were interchangeable but, now I'm wondering if they are. I'm out in the sticks so, swapping ballasts isn't easy or cost effective.

Advice? Recommendations?
