I am in the market for a small quality folding/locking blade knife with the following criteria.

1. Maximum blade length 2 3/4" or shorter.
2. Combination straight & serated blade.
3. Non metalic handle.
4. Rugged & easily cleaned if dropped in salt water, mud, etc.
The above will be used for fishing, cutting twine, rope, etc.
Any recommendations/suggestions would be much appreciated.
Thanks.

One of the first knives I got that wasn't a no name knife, swiss army knife, or that boy scout knife from cub scounts would be the Buck Approach. I'm not sure what made me like it so much at the time but I wanted it or the Revolution XT... And since the Approach was cheaper and I found a place that it was on sale at it went with it.

I've always been very happy with the knife. Of course I wouldn't recommend this knife if you're left handed, it's only openable with your right thumb. Though I also like that because I can shut it very easily with my right hand as well. I somewhat miss it when I use other knives and I try to shut them one handed. Though I don't have it clipped to anything, usually it just sits in my pocket. I really like this knife and I've carried it on me almost every day since I got it though.

As for your specs to it....

1. Maximum blade length 2 3/4" or shorter.

It's under this.. Not sure what it is but I know it's not 3".

2. Combination straight & serated blade.

Check.

3. Non metalic handle.

Yeah it kinda fails here, sorry heh. It was what came to my mind though.

4. Rugged & easily cleaned if dropped in salt water, mud, etc.

I don't know about any of it's resistance to the element. I've used it in cooking and for cutting almost anything I've ever needed cut. And I've never had any problems keeping it clean inside or out. I really like it.

Only complaint I've ever had was it's a bit stuff to open. I can't really flick it open. Of course I could loosen it but I never did. And now I actually like the feel of pulling it out.

As for price, I think it's around $50? I can't really remember, it's been a while.

a Combo Edge Delica sounds like it might be a hair too big, but it's the first thing i thought of

the blade is 2.875 vs 2.75

they are ~$50 new

Blade-Tech Mouse 2 w/carbon fiber scales and S-30V steel. (81.95 @ New Graham Knives - W/G-10 scales $20 bucks cheaper)

I was thinking Spyderco Salt 1, but it's a little bigger than you wanted and it only comes in fully serrated or plain edge. I still think it's a great candidate for what you said you're going to use if for.

Spyderco's "Byrd" line are inexpensive and quite sturdy, around $20 or less online.

Only thing, not sure if they have the exact variant you want. The "Robin" model meets all your other criteria, except that the combo edge is only on the stainless handle, and the G10 (synthetic) handle only has the plain edge, best as I can figure.

You didn't mention a pocket clip or one-handed opening, but those are pretty desirable features these days.

Here's a pic from www.gpknives.com ($20)

How about a Kershaw Scallion?

This is not an endorsement for this particular dealer, this link is just to provide an image in case you're unfamiliar with the Scallion:

I also have this knife and like it very much... But if it were to be my first knife I think I'd go for the Leek to have a bigger one :) Though... The blade on that may be over 3inches I think. I just think the scallion is pretty small so it seems I'd prefer a slightly bigger one for my first / only one :)

Also the Scallion is a nice assisted opening knife with a stud on the back so you can open it very easily with one hand. I wanted this or a leek badly just because I wanted that feature on one of my knives.
