I have always used PM's and can't find the option to send an email

It is no longer an option since the forums moved from vbulletin to xenforo.

If they cannot receive PMs, one of you (I would say them as you pay for PMs) will have to send a profile message with their email to initiate private contact. It can be edited out after.
