Found an old Imperial

Found this little guy and was thinking about cleaning it up.

I could use some advice on how to start. I’m thinking about soaking in PB blaster for a few days, and maybe some apple cider vinegar. I have a synthetic brush for the outside and maybe a firm toothbrush to get on the inner parts.

Am I way off or is this the right approach?

Understand that the handles are simply formed metal shells with a thin celluloid overlay. They are attached to the knife with tabs at each end.
I would clean the blades with 0000 steel wool.
