Try www.photobucket.com. They offer free pic hosting and it is very easy to use.

In yrs past, I've used a variety of the free hosting sites. Most have gone out of business. I quickly tired of the inferior service but...you get what you pay for. About 2 yrs ago, I switched to fototime.com, they offer a free 30 day trial and then it's $24/yr. I figured $2/month was worth it to use a reliable hosting service.
RE: resizing, you need an imaging editing program on your PC. Most digital cameras come with software that will allow you to do this or you can buy an aftermarket program like Photoshop. There are free programs available online, one of the better viewers out there that allows minor editing is irfanview. I've used irfanview for yrs and it's great. You can download it for free at:
