Friend is having trouble registering

He is getting this error trying to create an account, anybody have any ideas?

I had the same problem...got the same answer for four weeks...must have tried two or three dozen times...then traveled up to Cincinnati and stayed at a Hampton Inn with wifi...tried up there and got registered first try...have your friend try some place with a different IP address...
