I mean I guess it's Westinghouse paper. It appears to be paper and it came out of a Westinghouse electrical switchgear, but there is no label on it so who knows. It's salvage material but it's in good condition but there is one small flaw that doesn't detract from the knife which I've attempted to photograph.
