GEC 99 Rust on steel liners

I purchased a GEC 99 lockback in green Micarta several months ago. I live in a pretty humid area, so I forced a patina on the blade with mustard for protection (and to look cool). Recently, I have noticed little flecks of red-orange rust along the edges of the steel liners, right where the liners meet the handle scales. I let the knife soak in WD40 for about a day, but even then could only scrub some of the rust off. Any suggestions for removing the rust and making sure it doesn't happen again? In terms of maintenance, I keep the blade oiled and sharpened and frequently clean the tang/lock face area to prevent issues there, but I guess I'm missing something. Thanks.
 
First off, I am one of the anti-WD40 people when it comes to knives in general and specifically to traditionals.

I use GHE Simichrome Polish to remove rust on 1095 steel. It will remove the rust but also the patina but may leave behind areas of stain from the rust.

Some of the rust might be down in pits in the steel, which can sometimes be difficult to scrub away. Try scrubbing the knife with baking soda and a little water, to a coarse paste consistency. Use a paper towel or rag for scrubbing, and maybe a toothbrush as well. Baking soda is very good for getting down into pits and scrubbing out any red rust. After doing so, thoroughly rinse the knife in hot water and dry everything out; then re-lube as needed.

(The above is the treatment I've used on blades after forcing a patina with vinegar; some rust always forms in doing so, and the baking soda works great for cleaning it up afterward, leaving the well-bonded patina alone.)
