General Purpose Scissors?

As my appreciation for good knives grows, I am really noticing the cutting capabilities of other tools around the house. And I have realized how dismal the scissors are in my home.

My wife has a good pair of sewing scissors (severe penalties if I touch those) but our general purpose scissors barely cut paper. I looked at them to see if I could sharpen them to improve performance, but looking at the angles and edges, I really think they are all just dollar store throw away scissors that aren't worth keeping.

Any suggestions for decent quality scissors primarily for cutting paper? A search for google on "paper scissors" comes up primarily with strategy for the rock, paper scissors game. :)
 
I have a few pairs of Klein electricians scissors around my house and garage. Great all-round scissors. I can cut 16 ga. wire and then go cut toilet paper with them. Lowes/Home Depot have them for about $15.

After scouring the internet for a pair of quality general purpose household scissors I settled on a pair of Dovo "multi purpose" scissors. Tight fit and finish, super sharp, have held up just fine to everything I've thrown at them over the past couple years. I believe they're in the $50 range.

I swear by my Klein. I got them while working as a low voltage electrician, pulling internet and data cable. We not only used it for cutting cable, but for absolutely everything. It was our all around, go to tool. And even though I no longer pull cable, I still have it sheathed on my belt everyday. It is indestructible, can cut a penny in half (I've done it), and cut thread or paper with ease. I no longer carry a knife, since this thing handles anything I need, whether at work, home, in the field, or in my garden. I love this thing.

I know... late to the game... but have you considered trying out sharpening the scissors? It's a pretty good skill to have, and the cheap scissors are a good way to figure it out.

If the blades are not totally jacked, and the pivot not sloppy beyond repair, even a .99 Cent Store pair of scissors can be made to perform pretty well. I have a pair that surprisingly turned out the be the best Spectra cutters in the house, even though the scissors are totally outclssed by pretty much every other pair I own, forged or stamped scissors.
 
This doesn't really answer your question, but I keep EMT shears around for disassembling walkin' birds

Technically not general purpose; but they will excel at cutting paper.

These are excellent scissors. Others I like include Mundial and Kai. But for just cutting paper, cheaper options include Fiskars (especially the ones they still make in Finland), and actually Scotch makes some decent inexpensive scissors that you can find at the same retailer to which you linked and are also carried by a famous big box warehouse store which shall not be named.
