I just received one in the mail. It is a flipper so I gave it a try. It was really rough. Afterwards I sprayed a little wd-40 on it with no noticeable improvement. What are the next steps I should follow in increasing order of difficulty? Thanks for listening and for any constructive comments too!

disassemble and polish the washers if they are metal, the liners that contact the washers, the blade the contacts the washers and the pivot (maybe, gotta be careful as that can cause bladeplay and may not be worth doing if its not scored up)

Not a bad knife to learn on as you're not out much if its broken. The other thing is don't use wd40 for lubricating, or really even cleaning things like pivots. Carb cleaner spray and triflo work quite a bit better.

As EricV mentioned, be very careful it you decided to polish the washers or blade tang. You can very easily create blade play doing this.

WD40 is not a lubricant, I don't care what anybody says. I use Mineral Oil as it's food safe and will last a while. What I generally do if a knife is gritty: Try and spray it out with shop air or canned air. If that fails I will take the knife apart and make sure everything is clean and oil it with mineral (baby) oil.
