get rid of popup help on windows xp??

if i move my cursor over the close button of a window , a little window pops up and says "close".....duh
same with the minimize and max and lots of other things that i already know

i looked in settings, folder options and the help topics, but i cant find how to eliminate it

any suggestions?

ok.....that worked for the close max min buttons! thanks.

however, i still get popups for: up...delete...history...etc. :mad:

anyone know how to get rid of popups on those items on the window :confused:
