Getting rid of scuffs and marks on the blade

Is there a way go buff or sand out minor scuffs and marks on a blade or is it best to send it to a knifemaker to have it done. If one part gets "buffed" is it probable that that whole blade will need it?

I have 2 knives that have never been used and I want to sell them. I'm not going to get a "new price" for them, however, unless I can remove a couple of cosmetic marks on the blades.

My $.02 is that you should sell them as is. If they have never been used or carried, sell them that way. I personally wouldn't want a new-but-refurbished-to-look-newer-knife. It has a used car salesman feel to it :DFor really minor stuff, there are abrasive pastes that-with some effort-can blend light scuffs by removing the least amount of material at fine grits (like Metal Brite for REALLY fine stuff). Other than that, some >1500 sandpaper could do the trick.
