Where is the best place to get a GI Rain Poncho and liner online? Any advice on a model, I have seen several?

Majors surplus used to have some great prices on issued gear. Might be worth checking them out as they regularly run specials on issued gear.
 
I got the german rubberized poncho from major surplus for christmans. It cost only $16, seems durable. It's a tad smaller than the US one but I think it should be enough to use for a shelter, that's what I plan on using it for.
 
Besides the USGI poncho, I carry one of the cheaper camo ponchos and a couple of industrial strength 55 gal drum liners. I also carry an inexpensive 3/4 Ridge Rest (Therma Rest) foam pad that does a decent job of helping to insulate from the ground. Building up a debris bedding area and using a pad on that works well. I've been considering a basha to replace the cheap poncho. It will add a little weight to my rucksack, but is worth it I think.

Let me recommend silnylon tarps to you. They're only slightly less rugged than typical basha tarps, and way lighter. They also compress very well. So adding a silnylon tarp to your gear might amount to 10 ounces in the form of a 3-inch diameter tube that's 7 inches long.

I've used them for several years now, and prefer at least 8 x 8 feet in light gray. I get them custom-made for around $100 a piece, and put tie-outs only at the corners and midway along the sides, because that's the only way I pitch them.

You can start out with a smaller, less expensive model and see if you like it or not. Search for "silnylon backpacking tarp" on Campmor.
