Given an old axe head with a teeny H&B on it, with a circle 6

I'm the guy who was given a Norlund tomahawk head, and I was so excited I forgot about the old pitted axe head he gave me too. Man is it rusted, and mushroomed, and pitted.

It has a very teeny H&B that is barely discenrable. And a 6 with a circle around it. There is more lettering under the H&P but I cannot make it out.

Any help and history appreciated.
 
Get out the wire brush/steel wool/sandpaper or wire wheel before you go guessing about what's stamped on rusty old heads. Pictures are handy too!
