Depends upon what you are cutting.

But, yes, these materials can be used to produce cutting intruments.
 
They're not intended for utility purposes. These types of products are almost purely designed as weapons, and even then they are not designed for heavy use.
Most of them are made to get past metal detectors, be lightweight & easily concealable, etc.
